The Garou spends a Willpower, and for the rest of the scene (unless she chooses to end it first), she projects light that illuminates the area up to 100' around her; in addition, anyone attempting to engage her in melee combat has a +1 penalty to their difficulty to hit, while anyone attempting to shoot at her has a -1 bonus on their difficulty to hit.
