Roll Manipulation + Primal-Urge (diff 7) and spend one Gnosis to send everyone within 10 feet into a panic. Supernatural creatures may resist with Willpower (diff 7), but humans and animals panic or fall into shock for one turn per success. Cannot be used in Homid or Sokto.
