The Anarchs are halfway between the Camarilla and the Sabbat. On the one hand, they really don't like this whole 'Elders are in charge' thing that's the Camarilla's method - on the other hand, they really don't like this whole 'humans are dinner, and we're a militant bunch of inhuman monsters' thing that's the Sabbat's main claim to fame. They want to do the merit-based leadership individual accountability everyone equal in the eyes of the Traditions business while at the same time remaining in touch with their humanity. But their primary beef is with the Camarilla, and the Camarilla are the only ones who really acknowledge the Anarchs (to the Sabbat, if you ain't Sabbat, you're an enemy). So the Anarchs operate in opposition to and affiliation with the Camarilla. They both play the status game (pages 36-40 in the Second Edition Vampire: the Masquerade) and try to run the Camarilla elder-centric types out of wherever they are, without getting caught in violation of the traditions (this is harder than it sounds). Anarchs are ultimately the teenagers of the Camarilla - Daddy won't give them the keys to the car, and won't give them a good reason why he won't, so they're pissy. They want to be recognized for what they're good for, and they'll either do it by collecting the blackmail data and applying it, or tripping the status-conscious types into owing them boons, or the old-fashioned New Model Army way: 'I'll break any law, hurt anybody, for God's sake notice me.'
