Reaction depends on race:
Garou make a Rage check. If they Frenzy, they enter a Fox Frenzy and flee.
Vampires make a Rotschreck (Courage/Morale) check. If they Frenzy, they run away.
Humans make a courage check. If they fail, they run away.
Mages make a willpower/2 check. If they fail, they run away.
People attempting to stop the frightened fleer stand to get (a) run over (b) hurt or (c) if successful get to watch the frightened party have hysterics, curl up in a catatonic ball, and other such fun Victorian-style party games.
